What sitework contractors do on a pavement project
On a pavement project, sitework means everything that happens between the existing condition and a surface ready to pave. That can include demolishing and removing existing pavement or structures, excavating to the design elevation, preparing and compacting the subgrade, placing and compacting aggregate base, and grading the surface to the drainage design.
On larger projects it also includes soil stabilization — treating a weak or expansive subgrade with lime or cement so it can support the pavement section — and coordinating with utility work that has to happen before anything gets paved over.
Base and subgrade: where pavement life is decided
A pavement section is a system. The asphalt spreads load; the aggregate base distributes it; the subgrade carries it. Weakness anywhere in that chain shows up at the surface as cracking, rutting, or settlement, and no amount of extra asphalt compensates for a subgrade that was never right.
This is why the cheapest bid on a paving project is so often the one that assumed the least about what is underneath. The assumption is invisible at bid time and expensive at construction time, and it usually surfaces as a change order once the existing surface is off.
- Subgrade preparation: is it being proof-rolled, and what happens to soft spots
- Unsuitable material: how it is identified and what the unit price is to remove and replace it
- Aggregate base: compacted thickness and material specification, stated as compacted
- Compaction: what standard, tested by whom, and are results provided
- Moisture: subgrade compacted too wet or too dry will not hold, whatever the passes
- Drainage: water that reaches the base is the mechanism behind most base failure
Ask for compaction testing results rather than a statement that compaction was achieved. On a commercial project the cost of testing is small relative to the pavement, and it is the only part of the base work that produces evidence after the fact.
Where the money moves on an earthwork bid
Earthwork prices swing more between bidders than paving prices do, and usually for reasons that have nothing to do with margin. Haul distance to a disposal site, the cost of imported aggregate locally, whether material can be reused on site, and what each bidder assumed about the subgrade all move the number substantially.

Stabilization, and when it is the right call
Where subgrade soils are weak, wet, or expansive, treating them with lime or cement can turn material that could not support pavement into material that can — often at less cost than excavating and replacing it. Lime treatment suits clay soils; cement treatment suits a broader range of granular and mixed soils.
It is specialized work with a real design component: treatment depth and application rate come from soil testing, not from a rule of thumb. If a bid proposes stabilization without any soils information behind it, that is worth asking about before the award.

Why is base work more important than asphalt thickness?
Because the base and subgrade carry the load and the asphalt spreads it. Pavement built on a weak or poorly compacted base fails from underneath regardless of how thick the surface is, and the failure shows up as alligator cracking, rutting, and potholes that keep coming back. Extra asphalt over a bad base buys a little time and a lot of cost.
What happens if the subgrade turns out to be unsuitable?
The usual remedy is over-excavation: dig out the bad material and replace it with compacted aggregate, or stabilize it in place with lime or cement. Both cost money that was not in the base bid, which is exactly why the unit price for over-excavation should be in the proposal before the work starts. A bid with no such line item is a bid with an unpriced risk in it.
Should I hire the paving contractor or a separate excavation contractor?
For most parking lot work, hiring one contractor who either self-performs or manages the earthwork is simpler and puts accountability in one place. Separate contracts make sense on larger projects with a general contractor coordinating, or where the earthwork substantially precedes the paving. What you want to avoid is two contracts with no one owning the interface between them, since that is where a soft subgrade becomes an argument.
How do I know the base was actually compacted?
Compaction testing, which is a standard construction service performed by a testing lab. The lab takes density readings against a laboratory standard for the material and issues a report. Specify testing in the contract and ask for the results. Without it, compaction is a claim about work that is now buried under asphalt.
