Is slurry seal a substitute for an overlay?
No. Slurry seal is a surface treatment with no structural value. If the pavement is failing because of a weak base, poor drainage, or extensive alligator cracking, slurry seal will look better briefly and then fail with the pavement underneath it. An overlay or reconstruction addresses those problems; slurry seal does not.
