Asphalt repair contractors fix defects in pavement that is otherwise sound enough to keep. The work runs from filling a pothole to sawcutting a failed section down through the base, rebuilding it, and paving it back flush with the surrounding surface. Between those extremes sit skin patching, leveling low spots, infrared repair of surface defects, and reinstating asphalt over utility trenches.
Most repair contractors also perform some maintenance work, and many perform some paving. What distinguishes them is scale and mobilization: a repair outfit is built to show up for a two-day punch list, price it honestly, and leave the property usable that evening.
The single most useful thing to establish before comparing quotes is which method each contractor has priced. Two proposals for "pothole repair" can describe completely different work, and the cheaper one is frequently the one that will be back as a warranty call.

The distinction that matters most is partial-depth versus full-depth. If a pothole has already been patched once and came back, the base underneath has failed and a second surface patch will fail the same way. Ask directly whether the base is being repaired, and if the answer is no, ask why the contractor believes the base is sound.
Repair is the right answer while the failures are localized and the pavement between them is sound. It stops being the right answer once you are repairing the same lot every year, or once the total repair area approaches a meaningful fraction of the lot.
A rough working rule used across the trade: when localized failures exceed roughly a quarter to a third of the surface, repeated patching costs more over a few years than resurfacing would have, and it leaves the property looking patchworked the whole time. That rule is a prompt to get the comparison priced, not a substitute for pricing it.

Repair pricing behaves differently from paving pricing, and property managers are often caught out by it. A crew, a truck, and a roller cost roughly the same to bring to site whether they fix two potholes or twenty, so the per-square-foot number on a small repair looks alarming next to a paving bid and is not actually comparable.
The practical consequence: batch repairs. A list of defects addressed in one mobilization is far cheaper per repair than the same defects addressed one call at a time, which is the main argument for an annual walk of the property rather than reacting to complaints.

Repair fixes defects in pavement you are keeping — potholes, failed patches, sunken sections, trench cuts. Paving installs or replaces a surface across a whole area, with base preparation and grading. They are usually different crews, different equipment, and different project sizes, which is why a company excellent at one may decline the other.
Almost always because the base under it has failed and the repair only replaced the asphalt above it. Water gets into the base, traffic works the weakened area, and the patch breaks up. The fix is a full-depth repair: cut out the asphalt and the failed base, rebuild the base, then repave. It costs more once and less over five years.
An infrared unit heats the existing asphalt until it can be raked and reworked, new material is blended in, and the area is recompacted. The advantage is a seamless repair with no cold joint at the edge, which is where conventional patches usually fail first. It suits surface defects and rough joints on a sound base. It cannot fix base failure, and a contractor proposing it for a lot that is sinking is proposing the wrong method. It varies widely, which is why minimum job size is worth asking about before you invite a bid. Many paving contractors have a floor in the several-thousand-dollar range; dedicated repair crews go considerably lower. Batching a property's defects into one visit is the reliable way to get small work priced sensibly.
Usually an asphalt repair contractor rather than the utility crew, and the pavement section matters: a trench reinstated with less base or thinner asphalt than the surrounding lot will settle and crack along both edges. Ask what section is being matched and how the trench is being compacted in lifts.
