Two features shape pavement work in Massachusetts more than the weather does, and neither is obvious from a bid sheet. The first is that the state is not authorized to run the federal construction stormwater permit program, so that permit comes from EPA rather than from a state agency. The second is that wetlands review here happens at the municipal level, through a conservation commission, and it can reach projects that owners assume are routine.
