Sulfate attack on concrete

Concrete that softens, expands, or deteriorates from below rather than from surface wear, on sites where soil or groundwater carries elevated sulfate.

  • Sulfate-bearing soils or groundwater in contact with concrete
  • A mix not designed for the sulfate exposure present at the site
  • Moisture consistently reaching the underside of slabs and footings
  • Site conditions assumed rather than tested before design

When to get it looked at: If concrete on your Utah site is deteriorating from below rather than scaling at the surface, ask whether soil sulfate was tested before the mix was specified. It is a known regional consideration, not an exotic one.

Snowmelt and plow damage at elevation

Broken edges, damaged curbs and islands, gouged surfaces, and washed-out areas at mountain properties, appearing as a group each spring rather than gradually through the year.

Treat this as a planning aid, not a rule. Whether a given treatment can actually be placed on a given day depends on product requirements, surface and nighttime temperatures, the rain forecast, humidity, plant availability, the project specification, and the contractor’s means and methods.

Utah requires construction contractors to be licensed through the Division of Professional Licensing, and paving and site work fall within that requirement. Licensure involves demonstrating qualifying experience, meeting insurance and bonding requirements, and holding a license in a classification appropriate to the work being performed.

The classification is the part worth checking. Utah issues contractor licenses in classifications describing the scope of work permitted, and a valid license in an unrelated classification does not authorize paving work. The state's license verification lookup shows the classification along with the license status, so confirming that the classification actually covers the work in your proposal takes very little time and is a more meaningful check than confirming the license simply exists.

Two related items are worth confirming alongside the license. The first is that the licensed entity is the same legal entity named on your contract and on the insurance certificate — related-but-different businesses are a recurring source of exposure. The second is workers' compensation coverage, verified with the carrier rather than assumed from a certificate handed over at the bid walk.

Municipal licensing and permitting sit on top of state licensure. Utah cities require their own business licenses and permits for work performed within their boundaries, and requirements differ across the Wasatch Front municipalities. Public work carries separate bonding and prequalification rules.

What a contractor license does not prove

A Utah license establishes classification, experience qualification, and insurance at the time of issue. It does not establish that a contractor has built a section that survives frost heave in lake-bed silts, specified concrete for a sulfate-bearing site, or managed snow operations at elevation.

  • That the proposed scope is the right fix for what is actually failing
  • That the price is fair for the local market
  • That drainage has been designed or corrected
  • That the pavement section and thickness suit the traffic the property carries
  • That the specified materials are appropriate for the site
  • That the crew will show up when promised
  • That workmanship will hold up past the first winter or summer
  • That the company is financially stable enough to honor a warranty

Ask for a certificate of insurance sent directly from the carrier or agent rather than a copy forwarded by the contractor, confirm the general liability and workers’ compensation coverage is active on the dates of your work, and ask to be named as certificate holder so you are notified if the policy lapses.

Licensing requirements can turn on project value, scope of work, property location, and whether the job is public or private. City and county rules may add registration, permitting, or bonding requirements beyond anything required at the state level. Verify current requirements with the agency directly before contracting.

Stormwater and Environmental Considerations

Utah administers construction stormwater permitting through the Division of Water Quality under the state's UPDES program rather than through EPA directly. Construction disturbing above a threshold area generally requires permit coverage together with a stormwater pollution prevention plan and erosion and sediment controls suited to the site. Municipalities along the Wasatch Front also operate their own stormwater programs and typically handle local plan review and inspection.

Two Utah-specific factors shape what reviewers care about. The first is snowmelt: much of the runoff a Wasatch Front or mountain site handles arrives as a slow, sustained spring melt rather than as a storm event, and it carries a winter's worth of accumulated salt, sand, and sediment with it. Where snow is stockpiled, and where that stockpile drains to, is a legitimate design question rather than an operational detail. The second is intensity in the south, where monsoon storms produce flash runoff that ordinary conveyance capacity does not handle.

Local grading, drainage, and dust control requirements frequently govern more of a project than the state permit does. Along the Wasatch Front, dust and air quality during inversion season attract particular attention, and municipal requirements for construction dust control are routine rather than exceptional. Establish what applies at your address before design.

Does Utah require a license to pave a parking lot?

Yes. Utah requires construction contractors to be licensed through the Division of Professional Licensing, and paving and site work fall within that requirement. The more useful check is the classification on the license rather than its existence — Utah issues licenses in classifications describing the scope of work permitted, and a current license in an unrelated classification does not authorize paving. The state's verification lookup shows both the status and the classification, and confirming the licensed entity matches the entity on your contract is worth the extra minute.

Why does the same bump come back in my Salt Lake area lot every winter?

That is frost heave, and it recurs because the cause is below the pavement. Most Wasatch Front valley floors sit on fine-grained sediments left by ancient Lake Bonneville. Those soils hold water, and when freezing penetrates, ice lenses form and lift the pavement above them. In spring they thaw and the surface mostly settles back, leaving cracks behind. Because the mechanism is in the subgrade, resurfacing produces a smooth lot that heaves in the same footprint the following winter. Replacing frost-susceptible material with clean granular material and draining it is the durable answer.

Is road salt damaging my Utah concrete?

Deicing salt does not chemically attack sound, properly air-entrained concrete, but it dramatically increases how often the surface freezes and thaws while saturated, and that is what produces scaling. The most vulnerable concrete is young concrete salted during its first winter, concrete finished in a way that left a weak surface layer, and any area where salted slush pools and refreezes. Keeping drainage moving and avoiding deicers on new concrete through its first season helps more than most owners expect.

Should I be worried about sulfate in the soil at my Utah site?

It is a known regional consideration rather than an exotic one. Where soil or groundwater carries elevated sulfate, concrete that was not designed for that exposure can deteriorate from below rather than simply wearing at the surface. The practical response is testing before the concrete is specified, and using a cement type and mix suited to the exposure that is actually present. If concrete on your site is failing from underneath, asking whether soil sulfate was ever tested is a reasonable first question.

How short is the paving season at Utah mountain properties?

Much shorter than along the Wasatch Front, and often shorter than owners plan for. At Park City, Heber, and canyon elevations, the ground is frozen or saturated with snowmelt for a large part of the year, and the reliable working window is measured in weeks rather than months. It also books out early, because every property at that elevation is competing for the same window. A project that misses its slot can wait a full year, which makes scheduling — not price — the binding constraint on many mountain jobs.

Why does snow removal keep damaging the same features in my lot?

Usually because the layout and the snow plan were never designed together. Plow blades catch raised islands, curb ends, drainage structures, and pavement edges that are invisible under snow, and the same features get hit every season. Abrasives wear the surface through the winter, and stockpiled snow saturates the ground beneath it for weeks. The fix is a combination of marking, detailing those features to survive contact, and agreeing where snow will be pushed and stored before the first storm — not repairing the same curb every May.

Does southern Utah need different pavement than the Wasatch Front?

Yes, because the dominant stress is different. In St. George and the southern corner, the controlling factors are high summer surface temperatures and solar exposure, which push mix and binder selection and make surface protection valuable. Along the Wasatch Front, the controlling factors are freeze-thaw cycling, frost-susceptible lake-bed subgrade, and months of deicing. A section and maintenance plan that works well in one is not the right plan for the other, even though both are in Utah.

When is it too late in the year to pave in Utah?

There is no fixed date, and the answer differs enormously by elevation. What actually decides whether a given day works is the specific product's requirements, the surface and overnight temperatures, humidity, the rain or snow forecast, plant availability, and the specification. St. George can often work well into the winter. A canyon property may lose the window in early autumn. Ask the contractor what conditions their product needs, and what happens to the schedule if the weather does not cooperate.
