The Paving Failures You Cannot See Until It Is Too Late

Most paving projects that disappoint were not built badly on the surface — they were built on assumptions nobody checked. Drainage judged on a dry day, a base nobody verified, thickness and compaction taken on trust, placement pushed into marginal weather to hold a date, and one pavement section specified for a lot where the loads vary. None of these are visible at handover; all of them are visible two winters later.

Drainage judged on a dry day

Water is the most common reason pavement fails early, and drainage is the thing most often assessed when there is no water present. A lot walked in dry weather looks flat and adequate. The same lot after a storm shows where water actually sits, where it crosses the surface rather than reaching an inlet, and where the grade works against the drains.

A paving scope is not a drainage scope. Resurfacing places new material at the existing grade, so a low area stays a low area with a fresh surface on it. If ponding is a known condition, correcting it is a separate line item involving regrading, drain adjustment, or reconstruction of the low area — and if it is not in the scope, it is not being fixed.

The trap specific to overlays is that adding thickness changes elevations at drains, curbs, and thresholds. An overlay can improve a lot overall while making one corner drain worse than before.

A base nobody verified

The surface is the part everyone inspects and the part that matters least structurally. What carries traffic is the base and the subgrade beneath it, and neither is visible once paving starts.

Watch the language. A scope that says failed areas will be repaired "as needed" leaves the quantity, and therefore the price and the outcome, undetermined. A scope that states a base repair quantity, a removal depth, and a unit price for overruns has been thought about. The difference is not pedantry: base repair is usually the largest single variable between two bids on the same lot, and it is the easiest line to leave out to win on price.

This is also the section boards and owners find hardest to approve, because it buys nothing anyone can see. That is exactly why it is worth explaining before the vote rather than after the failure.

Thickness and compaction taken on trust

Two projects can use the same words and deliver different pavement. Lift thickness, mix type, and compaction are the specification; without them, "new asphalt" describes an appearance rather than a product.

Compaction is the one most easily lost. Asphalt has a working temperature window, and density has to be achieved inside it. Material placed too cool, rolled too late, or rolled too few passes will look correct and perform badly. It is not visible at handover and it is not recoverable afterwards.

Ask what thickness is being placed, in how many lifts, what mix, and what compaction is required. A contractor who can answer those without hesitating has planned the work.

Weather decisions made to protect the schedule

Asphalt placement runs on a clock that is invisible to anyone watching. Ambient temperature, surface temperature, wind, and daylight all affect how long the crew has to achieve density after the material leaves the truck. Cold or wet conditions shorten that window, sometimes to the point where the target cannot be met.

The pressure to place anyway is real, because the date has been communicated to tenants and the crew is mobilized. The cost of that decision arrives later and is paid by the property.

Where the season is genuinely closing, the more defensible sequence is to complete base repair and drainage work now and place the surface course in a proper window. A delayed surface is recoverable; a poorly compacted one is not.

One pavement section for a lot that does different jobs

Most parking areas are specified as a single section across the whole lot. Most parking areas do not experience a single loading condition.

Refuse truck paths, delivery approaches, dock aprons, fire lanes, and drive aisle turns carry loads that passenger stalls never see, and they concentrate those loads in narrow, repeated paths. Designing the whole lot to the average produces pavement that is over-built where cars park and under-built exactly where the heavy vehicles turn — which is why so many lots fail first at the bin enclosure and the entrance radius.

What to ask before the scope is approved

Each failure mode above has a question that surfaces it while it is still cheap:

  1. Where does water go on this lot after a storm, and is any correction in this price?
  2. How much base repair is included, at what depth, and how are overruns priced?
  3. What lift thickness, mix, and compaction are you specifying, and who verifies them?
  4. What weather conditions would cause you to postpone placement rather than proceed?
  5. Which areas carry heavy or turning traffic, and are they built differently?
  6. What is excluded from this proposal that you would expect the property to need?

Answers to these belong in the written scope, not in a conversation. The bid decoder compares proposals once you have them.

Documentation is the part that survives

Photographs during construction — base condition after removal, material delivery tickets, thickness at the edges, the lot after the first rain — cost nothing at the time and are the only evidence available if performance is disputed later.

This matters more than it sounds. Pavement problems surface on a multi-year timescale, by which point the crew has moved on, the manager may have changed, and the file is all that remains of what was actually built.

Frequently asked questions

Why did my parking lot fail so soon after it was paved?

Most early failures trace to something that was never visible at handover: water that was never draining properly, a base that was not repaired, or asphalt that never reached its target density. The surface can look correct in all three cases.

Does resurfacing fix a drainage problem?

Generally not. Resurfacing places new material at the existing grade, so a low area remains a low area. Correcting drainage means regrading, adjusting drains, or reconstructing the low area, and it is a separate line item.

How can I tell if compaction was done properly?

Not by looking at it after the fact, which is why it belongs in the specification and in construction records rather than in an inspection at handover. Ask what compaction is required and how it will be verified before work starts.

Should the whole parking lot be the same thickness?

Is it worth delaying paving because of weather?
