What is a contractor capability statement?

A contractor capability statement is a one- or two-page document that summarizes what your company does, the qualifications behind it, where you work and how to reach you. It is a qualifications sheet, not an advertisement: the reader is deciding whether to put you on a bid list.

For a paving, concrete, striping or sitework contractor, a good statement answers a property manager's first questions in under a minute — do you do this kind of work, are you licensed and insured, do you cover our area, and who do I call — and leaves the price and scope to your proposal.

Where a capability statement earns its place

HOA and property management bids

Board members and community managers compare three or four vendors from a bid packet. A one-page statement attached to your proposal answers who you are before they read the price.

General contractor prequalification

GCs vetting a paving or concrete sub want your scopes, license, insurance and service area on one sheet before they add you to a bid list.

Facility and vendor onboarding

Retail, industrial and healthcare facility teams keep approved-vendor files. A statement gives procurement the basics in the format they expect.

Public agencies and institutions

Cities, school districts and agencies often ask for a qualifications summary with bidder registrations. Check each agency's own requirements — some specify a form or codes.

What to put on a capability statement

Keep it factual and specific. A reader trusts “CA C-12 license, 18 years, phased lots for occupied retail” more than “the area's best paving company.” Leave out anything you can't back up.

How to tailor a statement for each audience

Lead with what that reader screens for, and cut what they don't need:

  • HOA and property management: Occupied-site phasing, resident notices, sealcoat and striping cycles, a clear contact.
  • Commercial general contractors: Scopes you self-perform, crew capacity, insurance limits and safety program.
  • Public works: License classifications, bonding capacity, prevailing wage experience and agency references.
  • Industrial facilities: Heavy-duty sections, truck courts, night and weekend work, traffic control.

The free version keeps one working draft you can re-edit for each send. Pro keeps a separate saved version for each audience.

Capability statement questions

What is a contractor capability statement?

A capability statement is a one- or two-page summary of what a contracting company does and why a buyer can rely on it: services, qualifications such as license and insurance, service area, contact details and, often, a few completed projects. Property managers, HOA boards, general contractors and public agencies use it to compare vendors quickly.

Is the capability statement generator really free?

Yes. Any contractor who has claimed their listing on The Pavement Directory can create, edit and download a one-page capability statement at no cost, with no card required. The free version includes The Pavement Directory logo and a footer that links to your directory profile.

Do I need to claim my listing first?

Yes. The generator fills your statement from your directory listing, so it opens once your claim is approved. If your company isn't listed yet, you can add it during the claim process.

Will editing my capability statement change my public listing?

No. A statement is a separate document. You can tailor the wording, services and qualifications for each audience without changing what appears on your directory profile.

What does the QR code link to?

On the free version it opens your company's own profile on The Pavement Directory, so a reader can see your details, service area and reviews. Pro members can point it at any web page they choose.

What does the Verified mark mean?

Items such as a contractor license or certificate of insurance print with a Verified mark only when the directory has checked them against a state record or document. Everything else on the statement is information you supply, and the PDF says so in a footnote.

Can I remove The Pavement Directory branding?

Pro, Featured and Sponsored members can produce a fully white-labeled PDF with their own logo and no directory branding. They can also keep the directory footer if they prefer.

Is this the same as a federal capability statement for government contracting?

It covers the same core content, and many local agencies accept it. Federal and some state buyers expect specific items such as UEI, CAGE code and NAICS codes; add those as qualifications if you have them, and always follow the agency's own instructions.

Keep every claim accurate: A capability statement is your company's own representation. Only list licenses, insurance, bonding, certifications and projects you actually hold or completed, and keep them current. Licensing and bidding requirements vary by state and agency; check each buyer's instructions. A Verified mark reflects a check the directory made at a point in time and is not a guarantee of work quality.
